Memory allocation changes don't fully take effect

- Ubuntu 22.10 guest
What happened
I used the Download an OS feature to download and express install Ubuntu 22.10. I initially chose 4.0 GiB of RAM for my guest.
After the install completed, I decided I wanted more memory so I entered the Preferences dialog for the Box and set the memory to 6.0 GiB.
After powering off the box and starting it again, GNOME Settings > About reports that my Box has 6.0 GiB of RAM. However both GNOME System Monitor and free -m
are reporting I only have about 4.1 GB available.
What I expected
The full memory I allocated should be available to the box.
