Ubuntu 19.04+ has extra 1.5 MB virtual hard disk

I am working on re-enabling the express install option for newer Ubuntu desktop releases.
With Ubuntu ISOs for 19.04, 20.04 LTS, 20.10 and 21.04, I am getting a tiny extra virtual drive that is interrupting the express install. See the screenshot.
The Ubuntu 21.10 and 22.04 daily ISOs don't get that extra virtual drive.
Any ideas why this is happening, and why it's not happening with older ISOs, and how we can stop it?
I'll probably submit my merge proposal to osinfo-db anyway since it will make testing this easier and even with only half the express install working, it still speeds up the install process.
