cannot turn bluetooth back on: "org.bluez.error.NotReady"

Bug summary
bluetooth is set on without any problem at the first attempt but it won't turn back on
Steps to reproduce
- switch on bluetooth, pair and trust my phone
- disconnect from phone and turn bluetooth off
- try to turn bluetooth on and it won't
Relevant logs, screenshots, screencasts etc.
as you can see above i tried everything such as systemctl restart bluetooth.service
or rfkill unblock all
a workaround that has been working for me as far, is to never turn on/off bluetooth this way and if this bug happened anyway, reboot the machine, try switching on/off bluetooth via bluetoothctl
and remove any paired devices as you done with as well.
