build: Port to Meson

The meson build uses upstream gettext instead of intltool, and I find it pointless to port the autotools build system to gettext, so I removed autotools support. It should be still possible to build with autotools from HEAD^ for comparison, but one will have to take into account that autotools will no longer be able to merge translations into desktop and appstream files.
