Getting rid of HELPER_CONSOLE define

Emmanuel Fleury requested to merge emmanuel.fleury/glib:gspawn-win32-helper into master

This patch come from issue #221 (closed) and seems to build and pass the tests for mingw and Windows platforms reasonably (the spawn-test is working nicely). Feel free to merge it if this is still an interesting patch to include in glib.
