Revert "Don't skip dbus-codegen tests on Win32"
This reverts commit fbdc9a2d.
It was not submitted through a merge request and broke CI. Reverting it immediately to unbreak CI and hence the rest of the development pipeline. The changes can be re-submitted as a merge request so they’re properly tested in CI before being merged.
