gio: Add gresource.dtd

This allows linting of .gresource.xml files e.g. in the editor.

This is a copy of !3537 (closed) pushed to a remote which will hopefully permit the CI to run. No changes have been made to the content of the MR since it was reviewed in !3537 (closed).
