add muslc ci

This is 100% not ready for review, but I need help with some things related to meson (GLib is linking against muslc internal iconv implementation, even though the header is not installed, and gettext is provided), and I thought the most sensible thing to do would be to at least publish what I've done so far for others to reproduce.
