Backport !2161 “gdelayedsettingsbackend: Fix applying after calling g_settings_reset()” to glib-2-70

Not-quite-trivial backport of !2161 (merged) to glib-2-70. The fourth patch didn’t apply cleanly due to other changes in the annotations in gsettings.c on main. Fixed.
