Add GBindingGroup and GSignalGroup

Merged Christian Hergert requested to merge wip/chergert/add-gbindinggroup into main

This adds both GBindingGroup and GSignalGroup for the GLib 2.72 release.

Both have been used for about 7 years across a range of GNOME products and so it is no surprise that they can land upstream here instead.
