WIP: CI: Run tests with AddressSanitizer and UndefinedBehaviourSanitizer

I'm doing this in the Fedora image because this is likely to be the newest we have (certainly newer than Debian stable), so its sanitizer implementation is probably the best.

Based on, and requires, !1905 (merged).
