Disable DBUS_COOKIE_SHA1 authentication mechanism by default
Fedora and RHEL have a requirement to disable use of SHA-1 wherever possible. The DBUS_COOKIE_SHA1 authentication mechanism is obsolete on Linux because it can be replaced by EXTERNAL authentication, so we want to remove this.
@smcv has a preference to keep DBUS_COOKIE_SHA1 enabled by default because it's required for D-Bus over non-UNIX sockets (e.g. TCP sockets, Unix pipes, Microsoft Windows).
A compromise would be to gate this authentication mechanism behind a meson build flag, so we can easily turn it off without affecting builds on other platforms. Opinions welcome.
