Add --fatal-errors argument to glib-mkenums

Description
glib-genmarshal has a --g-fatal-warnings argument (I don’t know why the ‘g-’ is there, but the idea is good) which converts all warnings to errors. This would be especially useful to add to glib-mkenums, where a missing input file is currently considered a warning, but is easy to miss. Missing input files can be a result of broken build rule ordering, or a typo in your build system, and will result in expected enums not being in the generated enum API. Other warnings would also benefit from optionally being elevated to errors.
