Use JSExnType constants to indicate the kind of exception to throw, as
SpiderMonkey does. JSProtoKey has a lot more values than just exceptions
so it is more difficult to deal with. We will also switch to a different
SpiderMonkey API in a future commit that will use JSExnType.
