	gimp_config_build_path functions.

	* app/config/Makefile.am
	* app/config/gimprc-utils.[ch]: removed these two files again;
	they used to duplicate functionality from libgimpconfig.

	* app/config/gimpcoreconfig.c
	* app/config/gimpguiconfig.c
	* app/config/gimppluginconfig.c: changed accordingly.
