Issue #9749: Move old changelogs (of other branches)

The root of GIMP master has a lot of CHANGELOG files from older branches exposed in the root, a niche practice nowadays. For example, within the GNOME Core, Circle and Dev apps, only 5 active apps use this organization: Evince, Gaphor, GTK, GVfs and Vala (only 6% of the total of 90 apps). Among the GIMP dependencies, only bzip2.

Also, GIMP has many more versions in different CHANGELOG files than the examples given above, which leaves the root of the repository way more "polluted".

It would be reasonable to move these legacy files, which is a common organizational procedure in many projects (eg Inkscape).

After all, apparently there is no problem to the developers (in fact, this MR will clean a bit the repository).
