app: make debug menu translatable

Anders Jonsson requested to merge ajonsson/gimp:debug-menu-i18n into master

Now that top menus are translated again, I did some more digging on what still is untranslated in menus.

This makes entries in the debug menu translatable. Not the most important since it is hidden in stable versions, but makes for greater consistency in translated languages if that menu is translated as well, now that we can expect to be on 2.99 for a while.

Also adds an accelerator to Dump Attached Data that for some reason had none.
