plug-ins: remove obsolete check for Babl fish in file-psd.c

This is a clean-up after !509 (merged). Temporary code adding CIE Lab alpha u8 color space was necessary before babl!44 (closed) was merged and included in a release. Now Gimp requires Babl version 0.1.98, which includes the needed commit. Thus the code can be removed.
