The JXL plugin for GIMP 2.10.x in libjxl repo has to be installed after GIMP which makes it slightly harder to bring it to the end users.

It would be better if the plug-in is in the GIMP's repo to fix some GIMP-related issues more easily.

This MR adds import support backported from master.

Future libjxl's version 1.0 (expected in near future hopefully) will have changes in encoding API and support for metadata, so further features (export, metadata) will be added after next libjxl release.
