(Backport) Issue #4107: Removing titlebar/borders from Windows Splash Screen
This backports 99847970 to gimp-2-10 from master. The original merge request comments are below:
As indicated in #4107 (comment 631135), the Windows Splash Screen currently has a title bar and borders. Adding gtk_window_set_decorated (splash->window, FALSE); after the GTKWindow object is created removes these, putting the splash screen's appearance in line with other platforms:
