pdb: add a PDB compat procedure for extract-component

extract-component was missing from the PDB. This adds it.

I don't know if you have a max line length rule, but one line would have been really long so I split it.

The manual doesn't have a description so I set the blurb and help text to the mouseover text from the GIMP app.
