build/windows: Drop hardcoded Intro image from 2.9 (pre-2.10) series

As briefly discussed with @Jehan in IRC, would be a good idea have a different Intro banner in the installer for each release to break monotony. This also would make possible to get rid of the old banner from the 2.9 era. See:

The image (old and new) is distorted due to unknown reasons unrelated to this MR. Ignore the distortion.
