Small source fixes prior to the meson merge (!1 (merged)).

  • We can use a single version.in file for devel-docs

  • Some windows includes are missing, resulting in implicit declarations of functions.

  • INSTALL.in still uses Python2 version variable, but it was renamed to Python3.
