#9745: custom icon scale in preferences, changes icons throughout GIMP
This turned into quite a large MR, so following the advice here, !1232 (comment 1953824) from @brunolopesdsilv I've kept it as one.
I might as well add other icon size changes to this one, to make a Meta MR. Each one as a new commit, or just amend to keep it 'flat' ?
