#9484: tool preset selection of already selected preset, updates tool options
This has been a pain for my workflow for a while, when I click an active tool preset I want it to restore the tool preset. When I swap tools, and then click the active tool preset, I want the tool to change back to that preset. For example, painting then warping, click my last paintbrush preset again, back to painting. It took a long time to find this particular "fix" for me, and a can say I don't even understand 10% of what the interwoven code around all this is doing.
