Testing !1154 in the CI

This is ugly as hell, but since only internal branch will work fully for the full Windows CI right now, this is the only way to do it.

@brunolopesdsilv So I will regularly rebase this CI with what is in !1154 (merged) after some basic review each time. I will reset the whole thing as needed, so don't take this as a base work. Feel free to amend, rebase, do whatever you want on !1154 (merged) to keep your main work clean. I'll just wipe out the whole branch if needed.
