#9699: slider cursor changed

I like the up arrow in GIMP 2 for sliders, and dislike a cartoon hand appearing. This merge would change the "grabbing hand" to an "up arrow", like in v2, and changes back to a default arrow cursor when dragging. It's okay to love the cartoon hand, this is a personal choice, which do you prefer?
