Draft: Slider padding adjust

GimpSpinScale padding adjustment and Layer stack "Opacity" slider display values changed from 100.0 to 100

Just a merge for me to point at, and say that will fix it, when I post some new themes.
I could not work out how to shift the numbers inwards 4 pixels. They still sit right on the edge of the slider 😞
