Tool actions steps assigned to keyboard shortcuts changes opacity in 10% instead 1 / and 50 instead of 10

Description of the bug
Tool opacity action granularity is not as described when adjusting preview opacity for the Unified Transform tool. When a keyboard shortcut is assigned to Tool Opacity Increase by 10 or Tool Opacity Decrease by 10, the operation of that shortcut causes the opacity to increase or decrease in steps of 50%. When a keyboard shortcut is assigned to Tool Opacity Increase by 1 or Tool Opacity Decrease by 1, the operation of that shortcut causes the tool opacity to increase or decrease in steps of 10%. Since the GUI +/- buttons can increase/decrease opacity in steps of 1% it would be reasonable to assume 1 and 10 in the action descriptions would refer to 1% and 10%.
Reproduction
Is the bug reproducible? Always (only tested on Unified Transform tool)
Reproduction steps:
- Assign keyboard shortcuts to the actions in Tools section for Tool Opacity Increase by 1, Increase by 10, Decrease by 1, Decrease by 10
- Start a unified transform
- Use the keyboard shortcuts observing the change levels shown in the opacity section of the tool.

Expected result: Stepping by 1%/10%
Actual result: Stepping by 10%/50%
