Color Picker tool option to threshold a sample to black or white

Description of the feature
When painting a mask or ink lines, I paint in black and white. Knowing what color is the foreground is always a disruptive task.
Give the tool options of the color picker a checkbox option so that the resulting picked color is black or white. In conjunction with "Set foreground color" This allows quick and natural inking and mask work by dabbing the image.
Use cases
For example, painting an opaque area, 'ctrl' tap a whitish bit, foreground color is set to white. Tap a black bit, foreground color is black. This is a natural way to paint, like dipping your brush in ink.
The current behavior samples the image, returning a value between 0 and 255.
the option would cause the returned value to be 0 or 255.
for example, picking a textured mask, might currently return (250, 250, 250) with the option set, it would return (255, 255 , 255)
for example, picking black to 'erase', might currently return (50, 50, 50)
with the option set, it would return (0, 0 ,0)
for example picking near a thin black ink line might return (28, 28, 28) with the option set, it would return (0, 0 ,0)
