[Feature Request] Ability to have function themes

I have an idea for you. Gimp is used for different use cases. When somebody edits photos, he uses one toolset of buttons etc and other instruments distract it, when someone paints something, he uses different toolset.
So the idea is the next.
A. Introduce function themes (toolset themes). Function theme is a file describing visible set of functions in left panel and application menu.
B. Toolset themes are to be published
- by users on gimp site and
- have ratings, downloads
C. Introduce Toolset theme menu in gimp which will connect to site and display all this information and have Install/Uninstall, Rate buttons.
D. User can install 1+ toolset themes and see it in menu and switch between them.
E. In future add possibility to override SVG icons. So users can also make different icons if they care.
Benefits are:
- users with different use cases will have possibility to adapt GIMP functional for doing similar like tasks - like create perfect UI for their daily tasks. Like have several image processing apps in one.
- UI can be adjusted/styled by different users, you will just provide core functional.
This idea came from more basic idea: To have adaptive UI. To collect statistics what user uses most of all. And show all those instruments in most visible place (first in toolbar).
