New Brush Feature and Dynamic

Use cases
Before I start , I know there is a "Tilt" option in Dynamics. Yet I never could get it to work. Then I heard in a video you need a Tablet pen to use it..... -_- Some will also try to say that Aspect Ratio is the same as Perspective. Which again it is not. Aspect Ratio smooches the brush.
So I was like," I think Gimp needs two New Brush Dynamics Tilt and Perspective. Tilt would be regulated by Angle but +/- on ether side 90°.. So if you have at +60 Angle it will only go -60, and on Random it will do anything in between Perspective setting would be similar as Tilt but making the brush do perspective.
Left - and Right + so on the settings -100......0.....100+ so if you go 20+ the Further left of the brush size would stay 100% of size (let say a Square brush of 100X100 .... the left side of brush stays 100 Pixels while the Right is tapered down 20+ (it would not be stretched off into distance unless using Aspect Ratio)
I know tilt is just Angle but it would be a Dynamic only allowing to "Tilt" back and forth by the Angle you have set and NOT 360° around as Angle does on Random (like a boat tilting back and forth on water)
So if you have Dynamic "Tilt" and your Angle is -45° (-45° and +45° it goes back and forth between those two, Random Tilt is (-45 and +45 and every angle in between those angles plus those two) e.g. -43°, 0°, -32°, +28°, -13°, +40°....
