move and simplify the contents of the Development menu from the bottom of Filters to Tools

Description of the feature
It feels to me to be in the wrong place, scripts are tools. 100% of the scripts I use are to do with workflow and manipulating image structures. Filters is more a per-pixel place, and it's already crowded in there.
Give scripting it's own divider within the Tools menu, no need for the Development part.

- Tools-> Python-Fu Console
- Tools-> Script Examples -> Goat Exercises
Could we drop the Refresh Scripts and Start Server, this is GIMP 3.0, are they needed, safe or relevant?
If the server is still necessary;
- Tools-> Script-Fu Start Server
Use cases
The current situation is not good, the console is two sub menus deep, there's no need for this; Filters->Development->Script-Fu->Script-Fu Console
