Indexed conversion doesn't preserve color that covers most of the image

Description
Created attachment 331112 Converted GIF with background color changed
When exporting file to GIF format GIMP changes colors of image and does not show any warning message. Please check.
- Open page https://commons.wikimedia.org/wiki/File:Circle-withsegments.svg
- Click "1000px" below picture and save that PNG file to your comp.
- Open it with GIMP.
- Create new white layer below opened transparent layer and merge down.
- Export file as GIF with default options: interlace is off, animation is off, default comment.
- Open that GIF file with other editor, mspaint for example, and see that background color is (254, 255, 252) instead of white.
Other editors (MS Paint, Photoshop, online converters) do that conversion properly, background retains white.
