Scaling a group of layers causes image artifacts.

Description of the bug
A group of layers subjected to a scale, where the image origin is used, should be scaled as if each layer was the same size as the image. Currently the groups layers are scaled in a manner that causes problems if the layers are different sizes with none zero offsets. ++
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- load jiggleProblems
- scale layer "bad to scale"
- see problems illustrated in jiggleResults.xcf
…
Expected result: for all layers to scale consistently, as if they were the same size, keeping relative positions constant.
Actual result: layers are scale in a manner that introduces positional offsets.
