floating point offset values for layers enquiry

Description of the feature
I'm seeing layers dance around a little after a scaling operation. Is it the integer based offset values that are causing this?
Integers seem a bit crude regarding positioning, especially considering you can specify offsets in floats for cm and such.
I'm not sure about my reasoning on this, or the implications of float based offsets. Or indeed if Gimp uses floats for transforming and converts back to integers for the final placement.
Use cases
Would it help stop the jiggling of the many layers that form a group after a scaling operation?
