Feature request: GUI plugin manager

Description
The installation process of plugins, as far as I can tell, is not encapsulated in a really user-friendly way as users have come to expect in modern software. It seems to involve moving files into the proper places (see http://gimpforums.com/thread-how-to-install-gimp-plugins?highlight=plugin and https://en.wikibooks.org/wiki/GIMP/Installing_Plugins).
I did a search on https://bugzilla.gnome.org/buglist.cgi?bug_severity=enhancement&bug_status=UNCONFIRMED&bug_status=NEW&bug_status=ASSIGNED&bug_status=REOPENED&bug_status=NEEDINFO&product=GIMP&query_format=advanced&short_desc=plugin&short_desc_type=allwordssubstr and couldn't find anything on this previously, but I'm guessing it has been discussed. Also tweaked that filter to look at the closed ones and didn't see a discussion either.
Ideally we could have something like the Firefox or Atom add-on click to install, uninstall, or disable GUI interface. Would love to see this somewhere on the Roadmap, even if it is way down the line. Taking GIMP's already great plugin system a bit further for ease of end-user use could be really propel it forward (http://steve-yegge.blogspot.com/2007/01/pinocchio-problem.html).
