2.99.x: Tool options are always shared, regardless of setting on Mac and Windows

Description of the bug
When using a mouse and a tablet, the tool options between the mouse and the tablet are always shared.
Reproduction
Is the bug reproducible? always
Reproduction steps:
- Ensure setting at "Preferences > Input Devices > Share tool and tool options between input devices" is not set.
- Open an image. Using the mouse, select the brush tool
- Change it's color to a new, distinct color such as red (different from current setting)
- Draw and see the color on the image
- Now switch to the tablet and go to draw. The color remains the new color that was set in step 2, and all the other options remain the same as the mouse as well.
- Change the color to black using the tablet.
- Draw
- Now, using the mouse to draw, note the color is now black.

Expected result: The color of tablet drawing does not go to red and the color of mouse drawing does not go to black (due to the other device changing settings)
Actual result: The settings are the same for both devices.
