Smooth Stroke makes brush outline appear in the wrong location

Description of the bug
The brush outline that appears while drawing a line is not in the location where the line appears if "Smooth Stroke" is turned on.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Select the Paintbrush tool with a colour and brush that show up clearly.
- Enable Smooth Stroke and set the quality and weight to maximum.
- Draw a line.
Expected result:
The dashed outline of the brush exactly follows the line being drawn rather than the position of the reticle. If memory serves, that's how it worked in most prior versions (though I don't know when exactly the change happened). This behaviour is the intuitive one because the brush outline appears where it impresses upon the canvas, and it helps distinguish where the line is being drawn when you're drawing on top of a similar colour.
Actual result:
The dashed outline of the brush appears under the reticle. This behaviour sometimes makes it impossible to tell where you're drawing when using Smooth Stroke. For instance, when drawing with a low opacity or fuzzy brush, or on top of a colour that is very similar or the same as the current colour.
