GIMP Start hangs and never starts on Windows 11 with Terminal open with SSH

- GIMP version: 2.10.30 and 2.10.32
- Package: Installer from Gimp.org
- Operating System: Windows 11 x64
Description of the bug
This only appears to be an issue on the first start of GIMP. While having a terminal window open with a SSH session logged in. After closing the active session and terminating GIMP, GIMP will start properly.
Reproduction
Is the bug reproducible? Happened on multiple versions of GIMP only on first execution. I assume there is a python or another script that runs in the command window and gets hung if there is a terminal window with a remote session open. Tried uninstalling and installing multiple versions and from multiple sources. Probably more of a troubleshooting step, not a bug. However I wanted it on record so others may not spend time on this obscure issue. This is great software, keep up the outstanding work!
Reproduction steps:
- Open a terminal window and start a SSH Session with a remote Compter
- Start Gimp
- Startup hangs on Web-Browser, Terminal window also hangs

Expected result: Gimp started
Actual result: Had to terminate hung process Closed all terminal windows, then started Gimp fine.
