View menu will not expand when using dual displays

If I'm running dual display on my laptop with HDMI to a TV which is oriented above my laptop screen and gimp is maximized the view menu displays like there is no room for it to fully display in fact I think what is happening is that the menu is trying to open upside down and doesn't have the room to fully display, all I see is a downward scroll bar arrow as seen in the screen shot. I tested this by unmaximizing the window, making it smaller, and then moving it down on my screen so there is room above it, now gimp seems to find the room to display the menu, but still cuts it off at the top of the screen and makes you use the arrow bars to scroll up and down in the menu. Also if working in full screen mode this bug is not there and the view menu displays properly. Edit: This seems to be related to selecting any interface theme except for the system theme. If the system theme is selected the problem goes away. Description of the bug

Is the bug reproducible? Always
Reproduction steps:
- use dual display mode on laptop with HDMI out to secondary TV screen
- maximize screen (not fullscreen mode just maximized)
- click view menu
…
Expected result: view menu should display fully
Actual result: view menu trys to display upwards and gets cut off at the top of the screen and only shows a menu scroll bar arrow.
