Tool Sharing options can leave Pencil at 0% Force

Description of the bug
Pencil tool is supposed to have its Force locked, and the program doesn't allow you to change it while the tool is picked. There does however seem to be some issue with how this value is set. If you have the option active to share settings between brush/pencil/eraser, then changing the force to 0 on any of them, will seemingly prevent the Pencil tool from changing to its default value when switched to.
This leaves the pencil tool on 0% Force, which means the tool does nothing when trying to draw.
Going back to brush or eraser and increasing the force to anything above 0% and returning to Pencil Tool allows it to function properly again.
Reproduction
Is the bug reproducible: Always
Reproduction steps:
- Make sure Paint Options Shared between tools is set to share Brush (Preferences--> Tool Options)
- Pick Brush
- Change Force to 0
- Switch over to Pencil
- Try to Draw
…
Expected result: The pencil should be drawing using its normal 100% Force setting
Actual result: The pencil draws using 0% force(doesn't draw at all)
Additional information
Changing the force to anything above 0% (0.1% and up tested) means the pencil tool works as expected when switching to it.
