Ambiguous double lines for marking drop target when dragging layer over layer group

Description of the bug
When dragging a layer in the layer list there usually two lines displayed to show where the layer will be dropped, this is very ambiguous and frequently makes it difficult to determine the actual drop point which often turns out wrong. The stable version only ever shows a single line which is very clear as to the target.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Have more than one layer in the layer list
- Drag a layer to a new position in the list
- Instead of a single line indicating between which two existing layers the layer will be dropped, two lines are displayed on the item being dragged.

Expected result: There needs to be a clear unambiguous indication of where to drop the layer to have it appear in the right order in the layer list.
Actual result: With two lines displayed, it is not clear which line indicates the drop target.
