Obvious disparities in image when using the Free Select or Scissors Select tool to create a mask

Description of the bug
After using the free / scissors select tools, after you make a selection, and float the layer by going into Select -> Float (alternatively Ctrl + Shift + Alt) and then right clicking the floating layer and selecting To New Layer, there are obvious inconsistencies in the image where the layer was made.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Make a selection with the free select / scissors select tool
- Convert it to a floating layer (Ctrl + Shift + L) OR RIGHT CLICK, Select -> Float
- Right click the new floating layer and select To New Layer
- Zoom in on where you made the selection and there will be many disparities in the image
