Confusing "Pick a layer" vs. "Move the selected layers" Move tool options

Description of the bug
The Move tool cannot move multiple layers simultaneously. This feature was described as functional in the project release news for Gimp 2.99.2 but is still not functional in 2.99.10. Since the linked layers function, which worked with the move tool to allow multiple layers to be moved, has now been removed in 2.99.10, this release does not provide working functionality to move multiple layers.

Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Select multiple layers in the layer list
- Select the move tool and drag across the selection rectangle
- During the drag operation, the selection changes to only the topmost layer and only the topmost layer is moved. This indicates that the stated functionality is not implemented.

Expected result: Being able to move multiple layers across the canvas, as previously available using the Link function
Actual result: Only able to move one layer at a time.
