Have a way to initialize Crop tool to the size of a layer or the canvas

Description of the feature
Currently, the crop tool requires the user to drag the crop frame from effectively nothing to the desired size.
This is fine for usages of the crop tool when cropping to an arbitrary part of existing image content, but less ideal if the size of a specific layer or the canvas is supposed to be the initial size the goal is to use the tool to create some additional space to add more content.
Currently, this requires a series of steps as follows:
- Make sure Allow growing is disabled
- Drag a crop frame to the extents of the layer or the canvas, depending on the Current layer only setting
- Enable Allow growing again
- Drag the crop frame further out on the sides where you want that
- Crop
Use cases
Easily initializing to the layer or canvas size would make all relative size changes easier, i.e. where some content is supposed to be added on one or even multiple sides of existing image content.
It could even enable Allow growing to become active be default, as disabling it in the described workflow is only necessary to set up the desired initial size easily.
