Uninstall does not delete app data folder on Windows

- GIMP version: 2.10.30
- Package: Installer from gimp.org
- Operating System: Windows 11
Description of the bug
Reproduction
Is the bug reproducible? Happened only once
Reproduction steps:
- Create a custom gradient in GIMP.
- Something went wrong - gradients, both custom and installed gradients did not show up when trying to draw them - only the endpoint and line showed up
- Closed GIMP and reopened project - no gradients
- Closed GIMP and opened a new project - no gradients
- re-installed GIMP without uninstalling - still no gradients
- un-installed GIMP, reinstalled - no gradieants.
- un-installed GIMP. Searched drive for "GIMP" found folder AppData\Roamong\GIMP\GOMP 2.10 with some folders and files over 3 years old
- deleted the GIMP folder
- re-installed GIMP
- miracle happens, could create a custom gradient and it worked.

Expected result: Create custom gradient and be able to use it. uninstall should remove all cruft.
Actual result: Could create gradient but all gradients failed to work. un-install/re-install did not fix the problem.
Additional information
I know there is no way to find out what broke gradients in the first place, BUT un-install/re-install should have fixed the issue. (PS I was a Senior Software engineer for Siemens for 13 years - I really hated getting bug reports like this!)
