Tab does not toggle docks in multi-window mode anymore (worked in 2.10)
Environment/Versions
- GIMP version: GIMP 2.10.28, latest master (2.99)
- Package: 2.10 installed with dnf on fedora, 2.99 installed from latest master from source (autotools)
- Operating System: Fedora 35 x86_64
Description of the bug
I previously used 2.10 from standard fedora repository, and my workflow was to toggle the docks a lot, using multi-window mode. I could do it by pressing tab, so that tab-tab-tab would hide-show-hide the docks. Now, in 2.99 (latest master), after the initial tab, all the next tabs are navigating the docks instead of hiding them. To hide them, I need to switch focus to the image first :c.
I asked about it in #gimp, and people said that it's for accessibility, which I respect, but can we make a hotkey for toggling docks or an option that enables the previous behavior? It messes with my workflow a lot, I'm surprised there were no bug reports about it >.<

Actual result: Docks appear, then we navigate the dock
