GIMP slow, menus won't work, 100% CPU consumption when loading image

Description of the bug
I was working with some TIFF images and JPEG images when suddenly I realized that the "File" menu's "Export to..." menu entry was ignoring any click. However the keyboard shortcut still did work.
So I continued with using the keyboard shortcut to export images. At this time I had the suspect that GIMP was slower than usual already. (I had several images closed again, others reopened) Then I opened a 140kB JPEG image (800x450 pixels) that had been exported with GIMP before (same session). The CPU went to 100% for minutes while GIMP remained unresponsive, so I decided to write a bug report.
While writing this bug report the dialog whether to convert the color profile eventually appeared. Converting and displaying the image was fast again. I'm unsure whether it played any role how I had opened the images: I did mark three images (about the same size, quality and origin) with Windows explorer and dragged them onto the toolbox (for make them being opened as separate new images).
When the problem had occurred I had 2.6GB free RAM, 5.6GB RAM available, and GIMP was using about 3.8GB (760MB working set).
Reproduction
Is the bug reproducible? Happened only once; tried to reproduce three times in the same GIMP session.
When I tried to reproduce, GIMP was as fast as usual. Interestingly the file menu's "Export as..." is still unclickable (clicks are ignored), while other menus seem to work as usual. Also I could not see any unusual event in Windows' event log.
Expected result: Adequate performance
Actual result: Very poor performance occasionally

Some of the TIFF images loaded had been created by Hugin's align_image_stack and enblend. Maybe there is some bad thing in the TIFF loader.
I don't know the internals, but: Could the problem be caused by deleting an image from the filesystem while it was opened in GIMP?
Maybe the bug is related to #6717.
Finally: Other programs were not slow when experiencing the issue; it was just GIMP.
