GIMP 2.10.28 hangs when perspective tool is used.

- GIMP version: 2.10.28
- Package: Installer from gimp.org
- Operating System: Windows 10 Home version 21H1, OS build 19043.1348, running on Intel Core i5-4440 CPU @ 3.10GHz, 16GB RAM
When the perspective tool is used for the first time in a session, it pauses with the progress indicator showing 75% complete and takes >10 seconds to complete. Thereafter, if the perspective tool is used again, the indicator runs to 75% complete but the process hangs and makes no further progress (tested for up to 1 hour). Description of the bug
The same effect is shown with the image rotate tool and the lens distortion tools. The Windows task manager shows that GIMP is using no resources during the hang (it appears to be waiting for something).
Rolling back to gimp 2.10.24 restores the expected functionality: the progress indicator moves continuously to 100% complete and the image is modified accordingly.

- Load a photo
- Adjust the perspective using the perspective tool
- Load a second image and repeat.

Expected result: Perspective changed as set with the tool
Actual result: The progress indicator increments until it shows ~75% complete then stops. The "busy" cursor continues to be displayed, but no progress is made and the operation does not complete -maximum test 1 hour.
